2NR: If someone purchased an engine from a junkyard and then had mismatched VIN numbers as a result, is that considered an illegal vehicle?
SS: No. People blow up engines all the time. Rather than buying a new one, there's nothing that says you can't purchase a replacement engine for your car.
2NR: What is considered illegal?
SS: Probably you and everyone who reads your magazine knows what is and isn't legal. Putting a stolen motor in a vehicle or putting a larger motor in the car that hasn't been approved by CARB. If you put a B18 engine in a car that originally had a B16, that won't work.
2NR: What are the fines for racing at the illegal drags?
SS: In that type of situation we will end up keeping the car for about a month. You'll pay for the vehicle's tow, impound and any costs related to the activity. When the car is still sitting in impound, we will inspect the vehicle, and if it has any illegal smog violations, we will fine the owner. Average fees for smog issues are about $2,300 dollars; attorney fees, impound fees, storage fees and all the rest will add up to about $7,500.
2NR: People are looking at close to $10,000 in fines and penalties?
SS: It could be more, it could be less. All depending on the situation.
